Cuba considers legalizing small private businesses
A woman buys from a store in Havana, on April 13, 2016The Cuban authorities are considering legalizing certain private businesses, a potentially transformative move for the communist island as it liberalizes its economy. The ruling Communist Party on Tuesday published a list of reforms proposed during its congress in March, including possible changes to laws governing small and medium-sized businesses. President Raul Castro started gradually reforming the economy when he took over in 2008 from his brother Fidel, leader of the 1959 revolution.
China says EU membership UK's choice, but hopes for strong Europe
China's Foreign Minister Wang Yi addresses reporters in BeijingBritain must decide for itself whether it stays in the European Union, but China hopes to see a strong Europe that contributes to the global economy, Chinese Foreign Minister Wang Yi said on Thursday ahead of Britain's June 23 EU membership referendum. Beijing has long been worried about the implications of free trade-supporting Britain leaving the bloc and of any weakening of a grouping which it views as a vital counterbalance to the United States, diplomats say. China has also made little secret of its happiness with Britain's support to push an eventual China-EU free trade deal.

German Chancellor Angela Merkel and her husband Joachim Sauer arrive at Chubu Centrair International Airport in Tokoname, ahead of the G7 summit meetings.By Matt Spetalnick and Minami Funakoshi ISE-SHIMA, Japan (Reuters) - Group of Seven leaders voiced concern about emerging economies on Thursday as their host, Japanese Prime Minister Shinzo Abe, made a pointed comparison to the global financial crisis eight years ago. Abe said the G7 leaders agreed on the need for flexible spending to spur world growth but the timing and amount depended on each country, Deputy Chief Cabinet Secretary Hiroshige Seko told reporters, adding some countries saw no need for such spending. "G7 leaders voiced the view that emerging economies are in a severe situation, although there were views that the current economic situation is not a crisis," Seko said after the first day of a two-day G7 summit in Ise-Shima, central Japan.

What Obama should do on torture

What Obama should do on tortureLike a lot of two-term presidents nearing the last bend in the road, Barack Obama seems guided by equal parts conviction and whimsy these days, without much regard for political consequence. The president has expounded publicly on race and political civility, shaken hands with a Cuban Castro, commuted a slew of sentences for drug offenders, plunged the federal government into the debate over transgender Americans in restrooms. Obama clearly isn't going to declassify the full text of the Senate's mammoth, landmark report on torture, and maybe that's the right call — I don't know.
