The United States has imposed sanctions on Russian and Chinese companies, including Russian state-owned arms exporter Rosoboronexport, for violating a U.S. law restricting weapons trade with Iran, North Korea and Syria. The U.S. State Department published a notice of the sanctions in the Federal Register on Wednesday. Moscow will take countermeasures in response to new U.S. sanctions, Interfax reported late on Wednesday, citing a commentary on the Russian Foreign Ministry's website.

President Hassan Rouhani, a pragmatist whose 2013 election paved the way to a diplomatic thaw with the West, and his allies have opposed such a parliamentary vote, arguing this would create legal obligations complicating the deal's implementation. "Parliament should not be sidelined on the nuclear deal issue ... I am not saying lawmakers should ratify or reject the deal.

As world attention focuses on migrants cramming into trains in Hungary or onto flimsy boats headed for Greece or Italy, Norwegian police say about 170, mostly Syrian, refugees have used the Storskog border crossing in the far north of Norway so far this year, up from just a dozen in all of 2014. Warm relations between Moscow and Damascus mean that it is relatively easy for Syrians to get visas for Russia.

U.S. clerk jailed for gay marriage defiance; dispute goes on
A Kentucky county clerk was jailed on Thursday for refusing to issue marriage licenses to gay couples, and a full day of court hearings failed to put an end to her two-month-old legal fight over a U.S. Supreme Court ruling upholding same-sex marriage. U.S. District Judge David Bunning found Rowan County Clerk Kim Davis in contempt then elicited a pledge from five of her six deputies to issue the licenses. The 49-year-old woman, who has emerged as a darling of social conservatives, has refused to issue licenses to any couples, gay or straight, since the U.S. Supreme Court in June ruled that same-sex couples have the right to marry under the U.S. Constitution, citing her beliefs as an Apostolic Christian.
Gunman kills one student, wounds two others at Sacramento college
One student was killed and two others injured after a fistfight at a Sacramento community college escalated into a shooting, a school official and police said, but classes were to be held as normal on Friday. Sacramento City College has not released the names of the three male students. One of those injured was taken to hospital, Sacramento police Sergeant Doug Morse said, and the other had graze wounds and was not badly hurt.
